Developer Mark Rubin will bring 454 apartment units to 4th & Callowhill Streets by right of the East Callowhill overlay | Rendering: Cecil Baker + Partners

  • Jared Brey at Philadelphia magazine points out that developer Mark Rubin has released renderings for his planned two tower development at 4th & Callowhill Streets. Designed by Cecil Baker + Partners, the 26-story and 23-story towers will hold 454 apartments and be constructed by right, by virtue of the East Callowhill overlay. The Civic Design Review Committee will nevertheless get a chance to voice its non-binding opinions at a meeting next month.
