  • Plan Philly’s Jim Saksa assesses last month’s announcement from PennDOT that its looming $82 million replacement of seven structurally deficient bridges spanning the Vine Street Expressway would only include the capping of the smallest of four ventilation openings. The finalized plan has understandably been taken as yet another example of the Commonwealth’s myopic vision for its greatest city. Yet as Saksa explores, there is plenty of blame to go around; civic associations, “cultural institutions, state representatives, the ex-governor, regional planners and private foundations” all failed to propose viable alternatives to PennDOT’s underwhelming solution early enough in the planning process.
